The preparation or renewal of: 13 Municipal Urban Development Plans, 1 Metropolitan Program 1 State Urban Development and Land Use Planning Program.
The aim is to promote the territorial and urban planning of entities, metropolitan areas, municipalities, and territorial districts and integrate the commitments of the New Urban Agenda and promote its implementation at the local level. Besides, there are currently Simplified Guidelines for the preparation of Municipal Urban Development Programs, as a tool for all municipalities to have a technical reference for their preparation

The Terms of Reference for the development and updating of metropolitan programs refer to citizen participation in its various forms (surveys, forums, workshops, etc.) throughout the project development process. In this sense, the participation of different social actors must be guaranteed and demonstrated with documentary evidence within the Planning Law framework, the LGAHOTDU, and the state laws and regulations in force on the matter.
