Capacity Development Framework - Africa

Experts Group Meeting - Addis Ababa 28 June 2012: Land experts have agreed on a roadmap on a capacity development framework for land policy development, implementation and monitoring in Africa. During an expert group meeting hosted by the African Union Commission (AUC), participants, sourced from African governments, training institutions, NGO, as well as bilateral and multilateral institutions, further reviewed and enriched the sets of methodologies to implement capacity development strategy. The capacity development activities are part of the nine agenda items of the Land Policy Initiative (LPI) Secretariat five-year work program. Participants also adopted the concept of Centre of Learning for land policy in Africa in anticipation of the criteria to engage at country, regional and continental levels. "The meeting equipped participants with the understanding that capacity development is achieved through a demand driven process that includes soft and hard skills, individuals and organisations change which build on existing initiatives and capacities," says GLTN's Remy Sietchiping GLTN and its partners, including UN-Habitat, have been supporting the LPI since 2006, providing strategic and technical inputs to the implementation of the roadmap of activities that led to the development and endorsement of the F&G and the AU Declaration on land. UN-Habitat co-organised an EGM on Indicators on Land Policy in Africa, which formed the basis for the Background Document on Monitoring and Evaluation (M&E) of Land Policy and Implementation in Africa, with an M&E Framework on Land Policy currently under development.  UN-Habitat and GLTN are now leading on the capacity development component of the Initiative.
