Governance
The CIF Secretariat is the convening shareholder of the Cities Investment Facility. Located within UN-Habitat, the CIF Secretariat draws on UN-Habitat’s convening power across governments, practitioners, and financiers, as well as its in-house pipeline of projects and vast geographic footprint.| Facilitating CIF governance boards of the CI Portal, CI Advisory Platform, and CI Vehicles, alongside the respective Implementing Partner. |

Governing Structure
In order to monitor the delivery of its outputs in its signed contribution agreement, the Cities Investment Facility (CIF) uses the governing structure outlined above — the lines symbolize information flows — and explained below.
1) Regional Programmes Division (RPD)
CIF sits within UN-Habitat’s Regional Programmes Division (RPD). Through its agreement with SUS, CIF is sourcing waste infrastructure projects in collaboration with other RPD teams. The Environment and Climate Change team of the Regional Office for Arab States advises CIF on regional environmental policies and other UN-Habitat programmes.
2) Global Fortune / Donor SUS
SUS has extensive experience in developing waste management systems, particularly waste-to-energy facilities. Once projects are sourced, activities on the project are monitored based on SDG-aligned criteria. SUS reports on these criteria to CIF and the Global Solutions Division (GSD).
3) Global Solutions Division (GSD)
In order to monitor the environmental and social impacts of the projects developed in partnership with SUS, CIF works closely with the Urban Basic Services (UBS) team of UN-Habitat’s GSD. Waste experts from the UBS team are involved in the project sourcing process to ensure alignment with the Sustainable Development Goals (SDGs).
4) Member States
The country office of UN-Habitat will engage with local governments and national ministries to:
- identify suitable entry points for CIF projects, and
- facilitate the development of infrastructure once projects are identified.
Local governments confirm the need for sourced infrastructure projects and accompany their smooth implementation by managing relations with local actors and communities. National ministries ensure project alignment with national policies and provide national approvals for the development of the planned infrastructure projects.
